Yes, it's easy. Since stock and delivery time are somewhat related (goods that are not in stock take longer to deliver), you can find the respective settings in "Delivery times". Just activate the checkbox "Permit orders when goods in stock are not sufficient". Please, also take a look at all the other options given here.
